Suspect Larry Bailey is in custody and Shelly Bailey is safe, according to authorities.
Shelly was at her Aunt's apartment awaiting a child services pick up when male subject, who is listed on the birth certificate as the father, took the child from her aunt. The suspect Larry Bailey, 51, is a white male, 5-foot 8-inches tall, 168 pounds, with brown hair, blue eyes and has a mustache.
Police contacted the suspect via cellular phone. The suspect advised that he was not going to let the child go into foster care and would let the state of Arkansas fight over the custody of the child.
When officers advised him this morning that he needed to return the child and turn himself in, he made threats in reference to harming the child and refused to comply with law enforcement.
